First, the thing nobody tells you
Mangal is a font, not an encoding. It is the Unicode Devanagari font that Microsoft has shipped with Windows since XP. Kruti Dev, by contrast, is a legacy font that maps Hindi onto ASCII slots, which is why a Kruti Dev document looks like Hkkjr on a computer that does not have it.
So "Kruti Dev to Mangal" is really "Kruti Dev to Unicode, shown in Mangal". The text this page gives you is standard Unicode Hindi. Paste it into a form, a portal, an email or a database and it will be correct regardless of which Devanagari font ends up rendering it.
Why your department asks for Mangal
When Unicode Hindi first became practical in government work, Mangal was the only Devanagari font you could rely on being installed on every Windows machine. Specifying it in a circular was a way of guaranteeing that a form would look the same in every office. That instruction has outlived its reason, because Nirmala UI and Noto Sans Devanagari render the same text just as well, but the wording survives in departmental guidance, which is why people search for "Kruti Dev to Mangal" rather than "to Unicode".
If a portal rejects your text, the problem is almost never the font. It is usually that the text was pasted as Kruti Dev ASCII rather than converted, or that the matra order is wrong, which is precisely what this converter fixes.
Getting it into a document as Mangal

Mangal, Nirmala UI or Noto?
Mangal is the oldest and has the most conservative letterforms, which is why it still reads as the "official" choice. Nirmala UI, introduced with Windows 8, is cleaner on screen. Noto Sans Devanagari is Google's open font and is what this site uses for its own Hindi text. All three display identical Unicode, so pick whichever your form asks for, and do not worry that the underlying text changes. It does not.
